About the Talk
Despite cities’ role in energy consumption, the academic and grey literature shows a continuing disconnection between energy and urban policies in the Indian context. This forecloses opportunities for a more rapid rollout of low-carbon energies and leads to energy policies that are not necessarily suited to the specificities of the urban contexts in which they are implemented. This also contributes to an underinvestment in decentralised solutions, despite their suitability to some of the challenges Indian cities are encountering. Based on research conducted in urban and urbanising localities in the district of Bhagalpur in Bihar and in the district of Kushinagar in Uttar Pradesh, this paper advocates for territorialising the study of electricity access and transition to low-carbon energies. It will more specifically focus on decentralised solutions, such as solar mini-grids, and analyse how they fit or not in a larger objective of decarbonisation. As such, it hopes to contribute to further our understanding of the complex energy changes at work in Indian cities.
About the Speaker
Bérénice Girard is a Postdoctoral Fellow at the University of Stavanger (Norway) and an associated researcher at the Centre de Sciences Humaines in New Delhi. In recent years, her research has focused on different aspects of the energy transition in India, such as energy changes and local markets for electricity in urban and urbanising localities and the role of Small and Medium Enterprises in solar rollout.
This is the hundred and forty-seventh (147) in a series of Urban Workshops planned by the Centre de Sciences Humaines (CSH), New Delhi and the Centre for Policy Research (CPR). These workshops seek to provoke public discussion on issues relating to the development of the city and try to address all its facets including its administration, culture, economy, society, and politics.
