The French Research Institutes Abroad (IFRE ) are establishments under the Ministry for Europe and Foreign Affairs (MEAE). The French Unified Research Institutes Abroad (UMIFRE) combine an IFRE under the MEAE and a research and support unit (UAR) under the National Center for Scientific Research (CNRS). The IFRE and UMIFRE have the mission of conducting research, training through research, promoting French research in the humanities and social sciences, and enhancing France’s international influence through its diplomacy of science and influence. They also contribute to strengthening scientific cooperation between French research institutions and their counterparts in their respective areas of competence. The Scientific and Strategic Council (C2S) is composed of at least ten French and/or foreign scientific personalities, designated as “qualified scientific members.”
