Cleaning it Up:
The Effect of State Intervention on Informal Solid Waste Network in India

This research investigates how the shift in the regulatory framework in way of Solid Waste Management Rules, 2016 in conjunction with the Swachh Bharat Mission has impacted the solid waste management landscape in India. The recent government initiative has facilitated the entry of the private sector into the domain of waste collection and processing which is traditionally dominated by the informal actors. The research first maps the flow of solid waste in the recycling chain to understand how the complex network of actors and institutions is getting reshaped by the aforementioned legislative and policy changes. It then analyses specific aspects of the emerging waste ecosystem including behavioural changes in waste disposal, increasing scope for public-private partnership, and most importantly informal waste picker integration. The study is based on field research which collected both qualitative and quantitative information from three urban clusters in Delhi, Patna and Greater Kolkata in 2018-19.

About the speakers

Somjita Laha is a Fellow at the Institute of Human Development (IHD), Delhi. She completed her PhD on informality in electronic waste processing from the University of Manchester. She was a postdoctoral fellow in the University of Witwatersrand, Johannesburg. She has a MA in Economics from Jawaharlal Nehru University, New Delhi and a second MA in Development Studies from the International Institute of Social Studies (ISS), Hague. She is interested in interdisciplinary research on political economy of waste, global value chains, urbanisation and informalisation, global environmental politics and gender in development. Earlier, she has also worked in the development sector on refugee rights- citizenship and rehabilitation, hazardous waste processing and natural resource management.
