CONCEPT NOTE: This joint initiative of Centre de Sciences Humaines, Delhi, and I.D.E.A.S., the Office of Interdisciplinary Studies, Jindal Global University, brings together scholars from the two institutions to promote dialogue and future research collaborations. This first edition will examine state-building and governance by focusing on the relationship between state actors and the “people” – either subjects or citizens – in the colonial and postcolonial periods. The state produces knowledge about itself and about the people whom it governs to exert power. But the “people” can never be reduced to the passive category of the “governed.” Non- state actors often participate, willingly or unconsciously, in state-making, a reminder that the state does not exist outside of society but is deeply embedded in it. Moreover, there are myriad ways in which people may resist state policies, from tacit disobedience to open confrontation. By exploring the many facets of this state-people relationship, we will shed light on the state’s functioning (and its dysfunctions), its reception, and the concrete outcomes of this dialectic. We will explore the people-state relationship through a range of themes, including educational policies, electoral practices, map-making, and social justice movements.
